A number of LWVBC members met January 25, 2017 to discuss the State League's Study of High-stakes testing in Indiana schools. There are several comments in this document referring to formative vs summative tests.  The definitions are:

Formative tests – The goal of formative assessment, including diagnostic testing, is to allow modification of teaching and learning activities to improve student achievement. This is the method often used by teachers throughout the school year, but can also be used in standardized tests.

Summative tests - The goal of summative assessment is to evaluate student learning at the end of an instructional unit by comparing it against some standard or benchmark.
